For 40 years, Monterey Rentals has been rooted in one simple idea: Homes are more than walls and roofs — but the foundation for dignity, stability and belonging.

As part of our 40th anniversary celebration this year, we launched Homes with Heart, a year-long giving initiative investing directly in local nonprofits that provide housing and stability across Monterey County. From January through March, the program proudly supports the Veterans Transition Center of California (VTC), based in Marina on the historic grounds of Fort Ord.

Filling a critical gap for Veterans

Since 1996, VTC has provided meals, clothing, housing, case management and comprehensive support services to Veterans who are homeless or transitioning from incarceration. But what many people don’t realize is the specific gap VTC fills.

When service members leave the military, the transition is not always smooth. Some face untreated trauma, mental health challenges or substance use disorders. Others struggle with employment gaps, lack of affordable housing or the stigma that can follow incarceration. While federal and state benefits exist, navigating those systems can be overwhelming — especially for someone already in crisis.

That’s where VTC steps in.

Unlike many housing programs, VTC welcomes Veterans with their families and even their pets — a crucial difference. For Veterans with children or a spouse, or those whose emotional stability depends on a companion animal, this policy can mean the difference between seeking help and staying on the streets.

“Our resources for Veterans is always 24/7, so everything that they need, we provide that for them,” said Lisa Kincaid, a representative from the VTC.

That round-the-clock support includes:

● Emergency, transitional and permanent supportive housing
● Job training and workforce development
● Mental health services
● Case management and reentry support
● Basic necessities such as meals and clothing

The result is not just temporary shelter, but a pathway toward long-term stability and independence.

Understanding Veteran homelessness & reentry

Veteran homelessness is often invisible. Many people assume that those who served their country are fully supported once they return home. The reality is more complex.

Some Veterans leave service without strong family networks. Others return to communities with a high cost of living — like Monterey County — where housing can be out of reach. For Veterans who have been incarcerated, reentry presents additional barriers: limited job prospects, restricted housing options and the challenge of rebuilding trust and stability.

Without transitional housing and structured support, it becomes extremely difficult to break the cycle. VTC fills that gap by creating an environment where Veterans can stabilize, access services, develop job skills and rebuild their lives with dignity. It is housing with purpose — and with heart.

Why this matters to us

For Monterey Rentals founder Jan Leasure, supporting VTC is deeply personal. As the wife of a former Fort Ord serviceman, she first came to Monterey because of the military.

Over four decades, she built Monterey Rentals from a small teacher-run operation into a respected property management company serving thousands of residents and visitors. Yet throughout that growth, one principle remained constant: community comes first.

“As we celebrate four decades of service, we want to make our gratitude visible,” Leasure said at the launch of Homes with Heart. “This business has always been about more than properties. It’s about people.”

Through Homes with Heart, a portion of guest stays and rental bookings directly supports VTC and other nonprofit partners throughout the year. Monterey Rentals also donates gently used linens and furnishings from vacation homes to help VTC residents create comfortable, welcoming living spaces.

Vacation Rental Blues

On August 13, 2025, the California Coastal Commission approved Monterey County’s Local Coastal Plan Amendment, implementing the new STR ordinance in the coastal zone. Every vacation rental will require a license (Homestay, Limited, or Commercial).

Vacation Rental Blues
  • Homestay: the Owner must stay in the home during their guests’ stay and home must be the Owner’s Primary Residence.
  • Limited Vacation Rental: allows the Owner or Operator to rent their home up to three times per year as a Non-hosted Vacation Rental.
  • Commercial Vacation Rental: allows the Owner or Operator to rent their home for an unlimited number of times per year (Non-hosted).

Commercial rentals will be capped at 4% in the areas where allowed. Only Homestays and Limited Vacation Rentals will be allowed in Big Sur, Carmel Valley, and Carmel Highlands.

Anyone seeking to engage in “commercial” short-term rentals will have to apply for and obtain a Coastal Development Permit (as well as other permits/certifications). The CDP process will likely be time-consuming and expensive, which further discourages short-term rentals. It’s estimated that an application will cost between $8,000 -$12,000 and will be subject to renewal (cost unknown) every three years. Owners who already have permits will be required to renew every seven years, and applicants who are rejected are not entitled to any rebate of application fees.

The County of Monterey has a severe budget shortage, and this ordinance will seriously reduce tax revenue, thus exacerbating the issue. Instead of patterning an ordinance after successful ones such as those of Santa Cruz and Pacific Grove, the County passed an onerous ordinance designed to discourage short term rentals in favor of hotel stays.

The Monterey County Vacation Rental Alliance provided objections in great detail with supporting evidence and studies, but the Commission chose to disregard this input.

The ordinance will require formal adoption by the Board of Supervisors and will go into effect thirty days after that time.

Note: The new regulations do not apply within city limits of Monterey County (such as Carmel-by-the-Sea, Del Rey Oaks, Gonzales, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside, and Soledad).

If you’re a Realtor or investor exploring a vacation rental in Monterey County, you’ve probably come across glowing articles promising big returns from short-term rentals. But one recent article on Realtor.com (https://www.realtor.com/advice/hyperlocal/renting-second-home-monterey-bay/ paints an overly optimistic—and, frankly, misleading—picture of the Monterey vacation rental investment market. To protect your clients (or your own portfolio), here’s what that article got wrong—and what you really need to know before investing in a vacation rental in Monterey, Carmel, or Pacific Grove.

🏠 Vacation Rentals in Monterey Don’t Earn 100% Occupancy

The article estimates income by multiplying the average nightly rate by 98 nights in summer—assuming 100% occupancy. That’s simply not how vacation rentals perform in the real world.  In the Monterey Bay market, even the most successful properties rarely exceed 75% summer occupancy, and average year-round rates often fall between 50% and 65%. When calculating your potential return on investment (ROI), a realistic occupancy estimate is essential.

🚫 Short-Term Rental Laws in Monterey County Are Strict

Here’s the part many out-of-area investors miss: Monterey County has some of the toughest short-term rental laws in California.

  • City of Monterey: Vacation rentals under 30 days are banned.
  • Carmel-by-the-Sea: No short-term rentals allowed.
  • Pacific Grove: STR licenses are capped and non-transferable.
  • Unincorporated Monterey County (including Pebble Beach, Carmel Valley, and Big Sur): A new STR ordinance enforces strict licensing, and zoning restrictions.

If your client wants to do nightly rentals, they may be out of luck—or face a costly legal battle. Always confirm regulations with local planning departments before making recommendations.

💰  Monterey Peninsula Home Prices Are Far Above the County Median

The article estimates mortgage payments based on the median home price for Monterey County—but that includes inland farming areas, not the high-demand coastal towns investors are actually targeting.

A few examples of actual entry prices for vacation rental-suitable homes:

Using county-wide median prices creates a false impression of affordability. If you’re advising clients, make sure they understand the real cost of buying a vacation rental in Monterey County—especially in STR-eligible zones.
